DescriptionThe rotation manipulator needs to be moveable to give mappers more control.

The suggestion is to...

...add a clickable and moveable area (point-sized) to the center of the rotation manipulator
...keep the position of the pivot point until the manipulator mode is changed to something else, or the selection is completely cleared.
