Summary0001303: Some moveable collision sounds very loud
DescriptionSome moveable collision sounds are very very loud, for example, glass bottle dropping, the loot plate dropping if you accidentally knock it off of something.

Note that volume is also scaled by how fast it was moving when it collided. This refers to the volume at the minimum velocity needed to make a sound. There might be some coding involved down the line to make those volume-scaling-with-velocity variabels spawnargs instead of hardcoded.

Volume deacrease at low velocity is a spawn arg now (min_velocity_volume_decrease).
This is the same for audible and propagated sounds now, maybe we'll need two different values.
