Summary0002393: Buttons/Levers frobbed to not relay the activator to their targets
DescriptionWhen the player frobs a button, the global script function "frob_button(button)" is called and it does:

button.Operate();

This drops the activator, so $player1 is never relayed to the targets.

This also likely happens for AI, but I am unsure where and how.
