Summary0003329: Ease up the rules for reacting to an attack
DescriptionWrt AI reacting to being attacked by another AI, here are the two rules:

1 - Anyone with a rank of 0 will ignore the attack

2 - Fight back ONLY IF your rank is higher than the attacker's rank

So, for example, if an armed Beggar strikes a City Watch guard, the guard will ignore it. (Perhaps because he's the better man, is probably better armed, and knows he'll kill the poor beggar if given half a chance?)

These rules should be relaxed so that AI can defend themselves against an attack.

Though this section of code uses the words "defend itself", it is not used when an AI strikes another AI.

When an AI is struck by another AI, their relationship immediately becomes hostile, regardless of rank or ability to fight.
