Summary	0003766: Background download hanging can affect foreground activities
Description	I was downloading missions this morning and a mission hung during its download. I used the Back key to return to the main menu, and then quit TDM. I wasn't able to restart TDM. Checking running processes showed me that TDM was still running, so I had to kill that process before being able to restart TDM. TDM won't start if it finds itself running. The mission downloads are done in the background by a separate thread. That thread needs to be killed when exiting TDM during a mission download.
Steps To Reproduce	Assigning this to 2.04. It really does need to be fixed.
