Summary0003775: AI charging without drawing weapons
DescriptionWhen mantling over obstacles to escape from enemies, they often sheathe their weapons, (as they should, so they can throw stones at me) but once I'm back to ground level, they don't draw their weapons again. They just run into me without attacking. I've had this happen about 4 or 5 times while playing Penny Dreadful 2

Using SVN, I can't reproduce this in the Training Mission, where AH said it happened to him. The guard always redraws his weapon when I jump down off the crate.

I'll need another example.

Needed to synchronize weapon drawing and rock throwing when in Combat. Neither activity was aware of the other, which could lead to a condition where no weapon was drawn and no rock was thrown, causing the AI to just follow the player around.

I was able to reproduce the problem by getting an AI to switch in and out of rock throwing while chasing me, and with these changes, the problem went away.

But I don't know if these changes cover all the possible situations.
