In 2.03 he just ignores it other than dropping the torch if it is extinguished

This isn't a reaction to the torch being doused.

This is a reaction to getting hit by a water arrow.

Confirmed. 2.02 raises the alert level to 20.0. 2.03 doesn't raise the alert level at all. It should.

Allow AI to react to projectiles, even when there’s no damage.
Don’t react to moss blobs.
