I'd argue that the behaviour is correct. The rotation in the texture tool is supposed to operate on the highlighted UV areas in the tool, by rotating it clockwise it's supposed to rotate the selected elements in exactly that direction, which is what it's doing. The surface inspector instead is supposed to rotate the texture on the faces in the scene, which is also what's happening.
