Summary0006282: Add noPortalFog flag to light entities
DescriptionThe material flag "noPortalFog" prevents fog lights from prematurely closing portals which can cause distant lights to snap off in a jarring way.
Using material flags for this functionality is less convenient than using entity arguments.

Steps To ReproduceAttached test map

Walk toward and away from the main opening. When the portal closes due to fogging, the lights snap off in a jarring way.

Workaround, create a material def with the noPortalFog global flag and add it to the mission pack.
