DescriptionNeed to increase speed of player while running with shouldered body... or (not as desirable from my POV) decrease speed of crouched running with shouldered body. These two should be discernibly different -- with the faster one obviously being the standing-and-running mode.

I was actually gonna look into this for 2.08 and I have been testing what's wrong with the current implementation. The solution is as simple as disallowing running, when shouldering crouched. When shouldering while standing, running is also disallowed.

As proposed in 0001932, a speed reduction has been added to all types of movements and not just a hardcap of running speed. Rev. 7955.

This feature can be toggled via:
cv_pm_softhinderence_active
You can specify how strong hinderence affects certain move type speeds via these cvars that range from 0.0 to 1.0:
cv_pm_softhinderence_creep = 0.2
cv_pm_softhinderence_walk = 0.5
cv_pm_softhinderence_run = 1.0

The hindering system's 'hinderance' rather than 'hinderence' according to http://wiki.thedarkmod.com/index.php?title=TDM_Script_Reference (https://en.wiktionary.org/wiki/hinderance considers it an archaic form.)
