Summary0002926: Changed l10n files need a new PK4 download
DescriptionCurrently there is no way to mark the l10n file only as changed, the change in the database (consisting of increasing a version integer) will always flag the normal PK4 file, too.

That has the big downside that an updated translation for an FM triggers a redownload for the entire FM, not only for the change l10n file. In case of a big mission, that will waste a lot of bandwidth and time to redownload a file that didn't change.

To my knowledge, the l10n language packs use the same SVN diff process as missions so it should no longer cause the whole PK4 to be re-downloaded.

The issue is about players having to redownload mission, not about upload to server.
Players don't use anything for differential downloads.

I get it. TDM as a download client does not know how to repack mission zips so even though we register granular changes
every tiny change can provoke an alert for players to download that mission.
