vid_restart apparently causes weird shadow map overlays when the new shadow map feature is used.

A new toggle command was added so that GUI shadow settings would do the steps needed to rebuild shadows properly when switching between modes. Formerly, players were using ReloadModels for this. The fix may be as simple as performing this toggle after the vid_restart completes.

That command does not fix the issue for me. I have also tried all other reload* commands that are related to graphics with not success.

This will require toggling off these features in R_VidRestart_f
RenderSystem_Init.cpp.
